Meaning it's a success or a failure? That is, would they still have the (S)
and (F) designators?

I like the current system, but I also like the half idea. What if GMC speed
stats looked like:

Speed: 60 (30 S/60 F) (twitchy)

So the GM can choose either a half-Speed success or a full-Speed failure.
I'd say this choice could vary round by round, and serve as sort of a
no-math Shift: if the GMC is doing well, he gets his half-Speed success. If
the GMC isn't doing well, he gets his full-Speed failure.

Rolling for GMCs would still be fine if the GM wanted to.

As for players, sure. I think the roll or take half-Speed idea is fine,
though again I'm not clear if it would qualify as a success or failure.
