Not wholly true.  Blanks don't tend to have as much gunpowder as bullets
do.  So, while there is a pressure wave, it doesn't have nearly the energy
behind it that a bullet would.

That said, yes, it's a very bad idea to "shoot" someone at close range
with a blank.  Unless you do put it right to the temple, it probably won't
be fatal, but it could be quite injurious.
