This could either create an interesting context for a character to be as 
well-rounded as possible (including knowledge of foreign languages?) or
a massive global reserve of charges for Cliomancers.  Different Cliomancers 
would be gathering different major charges in different locations/countries. 
  As a group, Cliomancers would have a massive advantage over the rest of 
the UnAverse.

What if the Cliomancer can only gain a charge if the historical event is 
somehow relevant to him?  So, a Bostonian couldn't harvest a charge from a 
radically different historical context, say Aboriginal Australian.  The 
Bostonian might be able to work with "Euro-based" history?
