My bottom line?

How much do I want it to give out?

If I want the cliomancers in my game to have lots of minor charges, it will
give out minor.  If I want them to have significants, it will be giving out
significants. And the amount can change as and when I wish, if I want, and
am willing to work out why.

Example: The Long Man of Wilmington. I'd doubt that many people on this
list have heard of it, but I'll wager that most of you have seen an image
of it.

Up until 10 years ago, hardly anyone knew it.  Then Neil Gaiman used it in
his Midsummer Nights Dream issue of Sandman - number 19, the one that won
the SF award that they then hurridly redefined to exclude comics from ever
winning again. It was the chalk figure on the hillside that became the
gates to Arcadia.

Now, if I want, I think that exposure is enough to bump the charge from
minor (old historical site that people do go and visit) to significant
(historical site that people from all around the world have seen and are
aware of).

But if I don't, I don't.
