In addition, the thieves can have prosthetic hands. They
won't be useful in terms of safe-craking, but people
wouldn't even notice the prosthetic unless they worked
closely with them. I think it took me a week to figure out
what exactly was wrong with a co-worker. She has a hand
that matches her flesh tone, and I just never had a reason
to watch her hand.
Also, it may not be obvious that the thieves were missing
hands. If they're good thieves, their physical
descriptions won't be known by the authorities. Perhaps
the PCs will find out, but it seems that most UA PCs are
not the type to go telling the police anything.
