I like what you've done with Pam and Maxie. Oswald Chesterfield
Cobblepot's Obsession should be Orinthology. 

I'd consider adding Matt Hagen (Clayface) as either a golem or a
cursed fleshworker. Selena Kyle (Catwoman) is best used as an
Obsessed Cat Burglar. Deadshot can be a mundane Obsessed
Firearms assassin. Dr. Hugo Strange-- nutty psychiatrist. Rupert
Thorne-- dirty Councilman. The Roman-- mafiosi. The Reaper or
the Phantasm could work in here, too. Alan Scott (Golden Age
GL/Sentinel) is a favorite son of Gotham, too, and his Rogues
Gallery may offer a "non-obvious" take on Gotham.

And if you feel you need the bat, you could either use the Night
Watchman from PoMoMa's Team Salvation, or my arrogant offering
reprinted below.

Leaving all that jazz aside, what would "canon" UA stats for
Batman look like?

Body: 85 [Acrobatics (Gen Ath) 75%, "Bat Fu" aka I Trained Under
the O Sensei aka Truly Badass (Struggle) 85%, Take Ludicrous
Amounts of Punishment 65%]

Speed: 85 [Drive Batmobile 55%, Dodge 85%, Throw Bat-Shaped
Weapons 75%, Vanish into Shadows 75%]

Mind: 90 [Criminology (Gen. Ed) 85%, *Detective (Notice) 90%*,
Billionaire Bruce Wayne 35%, Escape Artist 80%]

Soul: 75 [Lie 55%, Intimidate/Charm 75%, Freaky Oriental Skills
Like Slowing Your Heart Rate Down 40%, Acting 55%]

Notes: 
* Note that Batman's Struggle skill is NOT his obsession.
Detection is. "Bringing criminals to justice."

* Swinging from building to building would be a penumbra skill
for Acrobatics I think. That's the beauty of penumbra skills. 

* Escape Artist because Bats isn't only the World's Greatest
Detective, he's also the World's Greatest Escape Artist. (Mr.
Miracle doesn't count, 'cause he's not from Earth. Can you
diggit?)

* Disguise would be a penumbra skill under Acting.

* All kinds of stuff would be penumbras under Criminology (Gen
Ed): Chemistry, Occult Lore, Supers Lore, Conspiracy Theory,
International Finance, History, etc. etc.

* Intimidate/Charm is to reflect Bats' strong personality.
Usually, he Intimidates as Batman and Charms as Bruce Wayne, but
for certain ladies, these effects may be reversed. ("Ms. Kyle,
white courtesy phone!")
