[UA] Question about artifacts

This may have come up before - while the UA main book explains how artifacts
are made there is no explanation of how they're activated and who can use
them.

Can mundanes without any magical knowledge whatsoever use artifacts, or is
at least the presence of a magical charge needed? Having to use a minor
charge to trigger a minor artifact with a one charge effect would be pretty
useless (at least for the maker of the artifact), but who exactly can use
it? Do you have to know that an artifact is an artifact, can the creator
specify a kind of ritual or activating sequence, should I have read more
carefully?

Can anyone help?
