[UA] Question about artifacts

Unless stated otherwise, most artifacts can be used by anyone. Of
course, not all artifacts work the same way, and some of them could
require the use of charges or specific actions to activate. In fact,
this is precisely what I wanted to do with a magickal lightsaber owned
by a self-proclaimed Jedi Knight. To activate the lightsaber, this guy
must spend a charge (which he gets "communing with the Force", and
gathering rare Star Wars merchandise)

Now IIRC, there is an artifact in Postmodern Magick (The Gremlin
Factory?) that needs a book of instructions to work properly.
