Post-apocalyptic RPGs usually don't, since there are no cities any more per se.
On the other hand they are rarely big hits :)

I see 2 good reasons:
- most people know cities better than wilderness
- people tend to think cities have the right atmosphere

There's not much I can say about the 1st point, but about the 2nd, even if I
didn't see that movie, I'd say Blair Witch had some kind of atmosphere. And it
was in the wilderness.

I think that's not true in occidental countries. At least not any more. But
we're not talking about UA: Premodern magick, are we?

That's definitely an interesting point. Weird people tend to live far from
everything, like ermits. I think that's even more true with the Internet. Why
not just stay at home?

Also, when I said that I was actually thinking about rave parties organized
in abandoned warehouses and empty fields/clearings, about Mage: the Hero
Defined and where they can find nasties (in cities, ok, but in weird places),
and about Fight Club: the first the guy does is to blow up his condo, get
fired from his job and start a new life, _away_ from everyone.
