It was a foundation day stunt by New College from the university of New
South Wales.
Summary of Foundation day Teams enter a competition sort of thing, and
point are given for a scavenger hunt (items such as 'one square metre of
turf from the Sydney University Quad' or 'people dressed in bondage
gear'). There are also points given for practical jokes, which is what
the gnomes were.
On the actual day people drink a lot of beer.

Rather mundane really.
Except for some of the harder-to-obtain scavanger hunt items, which may
include specific items belonging to Australian celebrities.
I like your gnome of Zurich explanation more though.
