He's just trying to increase the confusion.  If you increase the chaos,
you get more news coverage.  So even more people are focusing even
stronger thoughts on Florida.  And there's an event based cliomancer in
the middle of it all sucking down the mojo and getting prepared for
something big.  

Meanwhile the sleepers are running around frantically trying to get a
conclusive result - but they have to be incredably careful not to cause
more chaos in doing so.  Invalidating ballots infomagically is a good
idea, but if any irregularities show up the media will jump all over
them and you're back to where you started.

Add in the infomancer who's currently walking around with major charges
for getting early release of the results, the fleshworker who voted as
over 100 different people and the demagogue whipping the people up into
a frenzy demanding a re-vote and there's no telling how it's going to
end.


And why were there over 500 vote for a non-existant candidate called
Alexander Abel?
