[UA] Entropomancer looking for a few charges

After looking in the book, I found the Fool's power was a conscious choice (meaning he can choose to use it and not gain a charge, or he can not use it and therefore get a charge, much like dodging or other defensive actions).

That still does raise some questions, particularly about entropomancy.  To boil your post down somewhat: can an entropomancer get a charge from a risk he puts himself in, if he doesn't know he's putting himself at risk?  If he walks into the street and narrowly misses getting smashed by a car (or is hit by) that he didn't see coming, does he geta charge?  What if he doesn't ever realize he was in danger (walking through an unmarked minefield and avoiding every one, or some such)?  Thoughts?
