Very simple system.
To raise a skill 1 point costs as follows
Skill level 1 - 50% - 1 point.
Skill level 51 - 75% - 2 points
Skill level 76 - 99% - 3 points
OO GM discretion.
I'll typically hand out 20 - 30 points for an 8 hour game session, allowing
people to increase skills quite rapidly if they want to focus. Unless
there's a very good reason, all players get the same award.
However, I play with a group that doesn't at all have a "GM is the enemy of
the players" attitude, and XP spends are discussed before being applied.
Spends on skills need to be justifiable (even if it's "This downtime, I'm
gettting lots of firearm practice in") and spends on Avatar or Magic have to
be justified by IC, time in behaviour.
If I had rules lawyers in my game (well, apart from me) this system probably
wouldn't work.
