What if, and this is just a silly idea...  What if the number of dice rolled
isn't a stat+skill type thing, but the actual difficulty of the task.  Thus,
the fewer dice you roll, the harder the task is to complete.  Then skills
wouldn't have to be a task level, but rather either an addition of extra
dice (the better you are, the more likely you are to succeed), or the
ability to chip in a bonus die (not unlike OTE) and you take the dice you
want.

The degree of success is measured in both number of matches and degree, but
even a single match of 1,1 is a success, if a nominal one.
