Here are a few things of the top of my head, but I'm not sure that some of
them didn't happen before '97, and I'm certainly not sure any of them will
be of any use at all.

The Robertson tunnel opened, extending the light-rail (MAX) through the west
hills to Hillsboro, noteworthy because the tunnel actually runs underneath a
graveyard.  This is a hook more applicable to All Flesh Must Be Eaten, but
maybe you can do something fun with it.
A man in downtown Portland paints himself and his clothes silver and sits
perfectly still for extended periods of time as a form of performance art.
There were recently a number of inmate deaths in the Multnomah County
Sheriff's jail.  I'm not sure the investigation is completely over but there
were accusations of excessive force against some of the deputies who
apparently belonged to "the Brotherhood of the Strong", some sort of get
tough on criminals fraternal organization.
The Oregon Ballet Theatre was recently given a large grant (a million
dollars if I recall) by the city, completely pissing off my pilot/cop uncle
who was trying to get the city to spring for a helicopter for the Portland
Police Bureau, but pleasing me because I think OBT's been putting on some
good shows lately and I like being able to afford a ticket.
Several months ago an environmentalist named "Tree" staged a one man sit-in
on a ledge outside a downtown office building for maybe a week.  He was
trying to draw attention to some old growth that was going to be chopped
down.  He got a lot of attention, but I believe the trees fell nonetheless.
All the beautiful, interesting women I seem to meet in Portland are smokers.
This doesn't bother me, but I have to believe that it's connected to the OU
in some way.
Its not Portland, but several towns along the Oregon Coast got cut off from
the rest of the state for a few days last year because rain washed out the
roads.  I have to admit that I was a little surprised that this happens in
real life and not just on old episodes of Facts of Life.

Overall, life in Portland has been trucking along as usual, it rains, people
grumble about too many Californian's moving into the state, and the Blazer's
keep winning just enough games to create an all too shatterable hope that
this will be the year they go all the way.  Even though I live here I
haven't used the rose city in UA very much.  If you spent much time in the
small costal towns of Oregon, you might think about setting some stories
there.  Some of them are scary enough in real life that the jump to UA isn't
difficult.  If there's anything in particular you want know about Portland
however; just ask.
