[UA] DNA Fleshworking

Thought about this one a little bit, and I'd allow it in very specific
circumstances:

1) It costs a major charge.

2) It requires being completely made over, a la the shapeshifting reference
in the major charge section of the school.

3) You can only do that once.  After that, your DNA is so unique (having had
to modify into the shapeshifting DNA) that it's not changeable and very
recognizeable.  (It's the DNA that registers as no known living organism!)

But then, I'm more likely to nail the player on other evidence at the crime
scene.
