Ahem, Over The Edge features this exact option.  A GM can decide at any point to combat be a "gestalt" (I think) combat rather than turn by turn (also given as an option).  So each side rolls once and the winner wins the combat (though still can suffer bad effects through various means).  And the combat system doesn't appear much more complicated than non-combat (at least, if no one has guns).  From what i recall, anyway, as I'm unable to find my OTE rules.
