[UA] Over the Unknown Edge magick

I'd say that if the defence roll fails, then it should be because the
spell failed, and no charges lost.  I mean, in UA, if an adept declares
"I'm balsting that guy," it results in damage and charge loss or no
damage and no charge loss, depending on the roll.
In OtE, the defence roll should frequently be based on willpower or
physical hardiness, and almost never on fighting ability.  This means
that normally formidable fighters can be way-layed with blasts, where as
other mystics are much less susceptible.  Assume that 0-sum blasts
indicate spell failure, rather than impervious targets.
