I would see him as such also.

However, I could see him as powerless.  Maybe he is just a
servant of something even greater--something that
transcends the Invisible Clergy, in fact.

Look at Bill in Three Parts.  The Comte basically throws
the character around.  What if he isn't really in control? 
He knows that the characters will be thrown around so he
shows up to act as some semblance of comfort.  Oh yeah,
sure, you find yourself in a supermarket and then in a
basement and then in a weird cult, but at least you see
that guy and might try to piece something together.  Even
though that doesn't do much for your helplessness, you at
least have some piece to work with.  You might work better
with a wrong piece of the puzzle rather than the missing
piece.  At least you'll work until you find the correct
piece.  

If the Comte is powerless, then that also makes the
doomsday concept of killing him more feasible.  Perhaps he
was lucky enough not to be killed during each incarnation
of the universe.  Or, maybe he has been killed.  The 333rd
ascension is always the First and Last Man.  What if the
Comte dies?  Perhaps someone else will ascend as that
avatar.

BTW, the Comte is not really a godwalker.  He is a really
powerful person (or a powerless cosmic pawn).
