Yes, they were pretty intimidating.  Oddly enough, in the book, 
they are just one more set of the witch's victims.  She has a 
magic cap that gives the owner three changes to command the 
winged monkeys, and she has to bring herself to burn one chance 
to send the monkeys after Dorothy et al.  Dorothy acquires the 
cap after she melts the witch and uses them monkeys services to 
get out of the castle.  The monkeys are happy about the change of 
mistresses.  Ultimately, Dorothy gives the cap to Glinda.
