Some interesting scenarios you outline. Here's my take on it:

The Government is just a group of people. Some people know a little bit, 
some know a lot, some know nothing. Those who know, don't tell. Why? 
Well, knowledge is power, right? In any field of competitive endeavour, 
you don't want to give up an edge. Tapping into the occult underground 
can be a big edge, whether you just know someone who knows someone who 
can get things done ("What do you want?" Morden, Babylon 5), or you 
yourself can undermine a political campaign after spending a couple of 
nights in the Lincoln Bedroom. You don't want to spill the beans to 
someone you don't trust, and trust is hard to come by.

Does the government have a unified plan of action? No. There is no Occult 
Investigation division of the FBI who polices the underground. Hell, the 
government doesn't even have a unified plan of action regarding drugs, or 
capital punishment, or health care. How can we assume that those in power 
have a plan for dealing with the end of the world?

In my game, the ingrained greed, distrust, and ambition of the individual 
members of the underground are what keep them underground. Claws of the 
Tiger is all very nice as an abstract idea, but Fred doesn't tell his 
friend Phil about the wonders of epideromancy because they're both trying 
to pick up women in the same neighbourhood. Fred can always look his 
best, and he doesn't want to lose that edge.
