In addition to this, there are indications in the book that there are in
fact limited occult resources in the world.  And that when one of them
becomes known, there's a sudden convergence of undergrounders all
competing for it in their own special ways....

This is what I was gathering, though from my interpretation, it sounded
like it doesn't even take "huge" things to draw lots of undergrounders out
of the woodwork.
