I don't think I like the idea of dragon and human clergy racing each other.  I'd say they're both part of the same clergy, but some archetypes are closed to human and some to dragons.  If they were two separate clergies, then I might choos the symbolic rather than literal interpretation someone mentioned a while ago (where the planet doesn't blow up, but rather people just have a big shift in thinking, such as when we went from agricultural society to industrial and all thinking shifted) and so, the Dragon Clergy might fill up and change how dragons think and act as a whole, but the humans could remain largely untouched (although some related archetypes, like the Dragonslayer might have to adjust as well).

Or maybe if the dragon clergy fills up first, all the dragons disappear, moving on to the next world and leaving us behind (perhaps this already happened here, and we humans have merely taken out time ascending)

If it were a race to ascend first, I wouldn't say the next world would not have the losers (as suggested) but rathert that the losers would be subjugated to the winners (like in "Dream of a Thousand Cats" from Sandman, which come to think of it, seems kinda UAish in its metaphysics)  That is, if the dragons won, all us humans would be enslaved to the dragons, feeding them and rubbing their bellies and fighting off rival dragons, while if we won the dragons would be used for riding animals and war machines, like elephants and horses in the middle ages.
