I think that assuming that the house has goals, or
indeed that there was an impetus, may be a serious
misreading of the situation.
I think that the HoR is a natural aspect of the UA
universe, and that it exists naturally as part of the
cosmos.  It's part of the programming.  
I think, to a large degree, that the HoR is much like
Shadows Fall (from the book of the same name by Simon
Green), it's an aspect of that universe which acts as
a safety valve, a balancer...
