Arun,
I'm not sure whether your question was resolved or not but in any
case, you do not have to change the format of your weather file. You can
read the *.csv using Type9 and then process the solar radiation data
using Type16. What Type15 does is basically to do those same two
functions (reading the file and processing the solar data) for certain
predefined file formats.
Another option for you might be to look online in the EnergyPlus
weather data base to see if they have some files for Namibia. Trnsys can
read *.epw files directly using Type15.
