[TRNSYS-users] Type 15-3 doesn't work

The problem likely has to do with the header. In some epw files the time 
zone is a numerical value while in others it is written in text. If you 
can't just use v18 are must use v17 then I'd recommend trying to find an 
epw file that can be read in v17 and then comparing the headers of the 
two files. Chances are that the difference will be fairly evident.
