There are actually a few issues here. First, both TMY2 and TMY3 are
file formats. The files themselves are simply text files and can be
opened and edited with notepad, Excel, etc. The definition of the format
(what data appears in which column of the data file) is publicly available:

for TMY3: http://www.nrel.gov/docs/fy08osti/43156.pdf
Both the TMY2 and TMY3 formats contain fields for global illuminance.
Meteonorm is able to save and export weather files in the TMY2 format.
However, I do not know if it fills in the global illuminanace fields
with data or if it just leaves those fields set with some default code
to indicate that no data is available. If either a TMY2 or TMY3 file
contains data in the global illuminance fields then TRNSYS Type15 will
read and provide that data as output 44 (if you only have one surface on
which Type15 is computing solar radiation).
