Farah,
In order to get the simulation to run you can put in the same COP and
capacity data twice into the file, once with a 1.0 part load ratio and
again with a lower part load ratio. I want to stress, though, that while
that will make the simulation run, you aren't going to get meaningful
results out of your simulation unless you can find some part load data.
Otherwise the chiller is going to run at its full load capacity and COP
no matter what the inlet conditions to it are.
