Barto,
I would recommend that you approach this by using an online plotter
to debug the simulation. Plot the temperature and flow rate of the
liquid leaving each of the devices around your flow loops. You can also
plot the output signal from your controller. I think you'll probably
find some kind of a mismatch (likely in the flow rates). A couple of
hints: make sure that you have some piping in your collector / pump /
heat exchanger loop and that the total volume of the pipes is greater
than the amount of liquid that your pump can transfer in one time step.
This will probably mean using a pretty short time step.
