Dear Mathieu, 

Maybe it is a problem with the component order. 
It seems that the Weather control card comes after the building card...
Try to order the Control Cards in a better way...
You can change the order in the Simulation Studio > Assembly > Control Cards > Component Order
There is also a button to optimize the component order
