Michael,
   I think the place to start is in defining your building. If you just 
need an example building then you can use one of the ones that is in the 
..\TrnsysXX\Examples\ folder and create two versions of it, one with a 
radiant HVAC system and one with the system against which you want to 
compare it. Once you have the building running with its two alternative 
systems outputting the annual power consumed by each system, you can use 
either Type29 in the standard library or Type582 in the TESS Utility 
Library to do the LCC analysis.
