[TRNSYS-users] LEED certification

   We use Type584 (zone temperature watcher) in the TESS Utility Library 
and instead of "unmet load hours" we report the amount of time that at 
least one zone in the building was outside of the throttling range 
(outside of the thermostat deadband).
