Chun Kwong,
  I think your interpretation of QSENS and QLATD are correct. It is 
hard to determine why the building is not responding to an 
appropriately sized heat pump without knowing a bit more about which 
heat pump model you are using; it might be that there is a problem 
with the controls that are preventing the working fluid of the heat 
pump (air or water) from getting into the building zones. There might 
be a unit conversion error (Type56 wants it ventilation flow rates in 
air changes and most HVAC components put out flow rates in mass flow 
units of kg/h so you have to convert). I would suggest putting an 
online plot onto the the inlet and outlet streams of the heat pump 
component to verify that it is performing as you would expect it to.
