It will go up to 1000 only if it needs to go that high; stopping short if
it converges before that limit.

When i set it higher; f.e. 0.01 relative; the simulation runs without
error 441 but the results not close enough to where they should be.>

Wow - I can't remember seeing tolerances that low before.  What are you
doing to need them that low?  I prefer tolerances in the 0.0001 to 0.00001
range with small timesteps (1 minute or so).
