Julien,

I can think of a few options that you may want to try.  You could use
another simple thermostat model and set the setpoint a few degrees below
your current setpoint such that it comes on when the RAC is failing to
meet the load - with a deadband that turns off the auxiliary heater when
the setpoint is reached.  Your other option is to use one of our new TESS
multi-stage time/temperature based controllers for your problem.  The one
that I am thinking of turns on and off "stages" of heating (which could be
used to mimic a continuously variable power device to some degree) based
on deviation from setpoint and the duration of time that the setpoint has
not been reached.  One of the latter stages could then be connected to
your auxiliary device.
