Hi, 

Yes, it is the U-value based on the inner surface area. The total heat transfer is calculated as:
Q = UA * (T_internal - T_amb)
Please go to the manual, volume 5 'Mathematical reference', section '5.6.15 Type 31: Pipe Or Duct'.
