You do not need to specify a read format in TRNSYS, as long as there is 
at least one blank character (space, tab) between all the numbers on the 
same line.
I tested your file with Type 9 in free format and it seems to work fine 
(see attached project). I used Type 9 in mode 5 (Type9c) and I assumed 
all data were averaged over one hour so you may have to make a few 
changes to Type 9's configuration if my assumption is not correct.
