OK, I am trying not to overdo the marketing about TRNSYS 16 but you 
might consider to upgrade a program that is 8 years old (even if it is a 
good program)...

I am not sure if you refer to the "Make TRNSED file" command (in the 
TRNSED menu) or the "Rebuild" command (in the TRNSYS menu).
The "Make TRNSED file" command is only activated when you open a deck 
file and it will create a skeleton for a TRNSED application for you.
The "Rebuild" command will recompile TRNSYS and link the modules using 
the maktrn32.bat batch file. You have to configure the path to that file 
in File/Setup/Compile. You can also run the maktrn32.bat directly from 
the command prompt or windows explorer (it should be in the \Trnwin 
directory).
