In the USA we normally use R-values in the units ft2·°F·hr/Btu.  The conversion factor between IP and SI units for R-values is something between 5 and 6.    Without knowing what material you’re referencing, I can almost guarantee something R-38 is in IP, since if it were in SI that would be something like R-200 to 240  in IP units (unlike any material I’m used to seeing in typical building constructions).
