[Equest-users] Table G3.1.1b interpretation

When utilizing a baseline system 5 in my model, does this include a heating
coil on the rooftop unit?  i am currently modeling the system without.  the
preheat coil then only goes in if the proposed does?

is this interpretation correct with everyone elses?
