No, that's not required. If the WSE-"Chiller" is listed with the chillers on a loop, DOE-2 will use it when conditions allow. "Conditions" include CHW temperature, so reset up of CHW if possible maximizes the modeled use of the WSE.

Further to this -- you will likely need to set up your equipment
controls to specify the water economizer chiller type leading in the
winter (below a certain OA) and the regular chillers leading above a
certain OA -- or based on a schedule.
