[BLDG-SIM] How can I Convert TMY2 to bin file?

Please help me?

I would greatly appreciate if you could tell me how I can convert TMY2 
format into Bin
weather data format that proper for DOE2.

There is program in doe2 website, but I don't know what and how use 
this program.
I attach one file of this format for you.
Please tell me how exactly shall I do.
