[bldg-sim] DOE2.1E - PVAVS main heating coil

In 2.2 you can specify HEAT-CONTROL = COLDEST (in addition to HEAT-SET-T) which I believe will give you what you want.  Main heating coil will temper air to the point where it can still cool the warmest zone and then trim heaters / reheaters / baseboards will do the rest.  It's een a while since I worked with 2.1E so not sure if same control is available.
