Amani,
It should be possible to use the PID controller to obtain the outlet
temperature that you want but without having your project, it isn't
possible to know what is incorrect. This is the kind of question you
should address to your distributor.
As a side note, if you have access to the TESS HVAC library, there
are a number of heat exchanger models in that library that are set up to
allow control based on outlet temperature of either the hot or the cold
side.
