Rob,
For each PSZ system remove the Heat-Temp-Schedule and Cool-Temp-Schedule
from all zones except your control zone, i.e. set them to default. I also
notice that your throttling range is only 2 degrees which might be what you
have but will also cause unmet hours. This should help.
