Thanks to all of you for the suggestions. I did find the Energy Plus to DOE2 (*.bin) conversion program on the DOE2 website and used it to create a bin file for Montevideo.
FYI. If anyone tries to use the conversion program, be sure to read the "readme" file that comes with the program. If you do not delete/correct the files as stated, the program crashes.

You can grab the "Montevidio" weather file from the Energyplus weather data site. You can convert it to equest weather format using eQ_WthProc available from the doe2 site.
