...to match actual data, you'll need 2 runs...Jan - Feb and Nov - Dec, then merge the two runs.

Just a quick guess. Have you confirmed the outdoor air entering the building (infiltration plus ventilation air) during those winter months? Also confirm HVAC systems run hours. A balancing report is a good place to start. Logging fan and pump hours helps especially if the BAC is already keeping those logs.
