[BLDG-SIM] Increased R value Credit for Concrete and Themal Massing

The DOE sponsored research to test the effect of the thermal mass and the 
relation between thermal mass and thermal insulation in different climates. DOE-2 
was used to simulate different building alternatives. In summary, the 
research results showed that thermal mass may increase, decrease or has no effect on 
energy consumption.
