[BLDG-SIM] User Defined Utility Rates

I have written following simple utility rate files in BDL syntax and
structure stated in "DOE2-BDL Utility Rate Documentation".  The files
are not showing up in Wizard Screen 1 Electric or Gas Utility Rate pick
lists when "file" is selected.  Does anyone have any suggestions?
