Yeah, but I think the orders from higher up can include hit money. They're not mutually exclusive.

I do know that certain ronin who went to do hits, went with one or two associates, dressed identically, same equipment, but each with their own specialty giving the impression that their was one ninja possessing a godlike skill set.
The legendary "ninja" came about from hearsay, unsubstantiated peasant milita, and careful PR work.
Theoretically, one could do a donut and use Cryptomancers as ninjas. Are the Cryps a bunch of gaywad homo pushovers?
